The Air Force Civilian Service (AFCS) is currently looking for a full-time Contract Specialist (Developmental GS-1102-07 Target 11/12) to work at the Air Force Materiel Command at Robins AFB near Atlanta, Georgia. This is an entry or developmental position with a starting salary range of $42,053 to $51,440 per year (includes locality pay).

Contract Specialists are at the heart of the complex process of supplying and sustaining the Air Force with everything from satellites, electronics, and high-performance aircraft to supplies and services necessary for the day-to-day operation of military installations around the world.
In this position the candidate will serve as a business advisor, providing guidance and assistance to technical personnel involved in the development of requirements packages. Reviews requirements package for adequacy and compliance with administrative, regulatory and procedural requirements and consistency with current market practices and conditions. Conducts market research, prepares solicitations, analyzes price justification, negotiates business agreements, awards contracts, and performs post-award functions for a wide variety of services, supplies, commodities, and/or construction involving a variety of contract types. Investigates and resolves issues with contractor delays, contractor performance reports, subcontractor surveillance, disposition of claims, contract close-out, and similar matters.
Completion of a 4 year course of study leading to a bachelor s which includes at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Degree must be from an accredited institution.
Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; employee must obtain and maintain the appropriate security clearance.
The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
The employee must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.
In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
